Midstate Construction Wins Two Awards

General Contractor Midstate Construction Corporation, was on hand as two of our projects were awarded “Best Real Estate Project” awards by the Sacramento Business Journal: The St. Clare at Capitol Park (aka Capitol Park Hotel), and Mirasol Village.

Mercy Housing California, an affordable housing developer and operator, has rejuvenated the historic Capitol Park Hotel, now called the St. Clare at Capitol Park (aka Capitol Park Hotel), into 134 units for previously unhoused residents. The former hotel offered many challenges due to its historic nature and the less restrictive building codes during the time period in which it was originally built.

Mercy had to ensure that its redeveloped structure adhered to the historic preservation standards enforced by state and national historic preservation entities, he said. Some of the hotel’s walls, hallway coving and interior stairs were preserved, while also being updated to meet today’s building codes.

An unusual challenge came in retrofitting the structure’s brick exterior to meet industry standards, according to Monica Nelson, vice president of marketing and business development for Midstate Construction Corporation, the project’s contractor. Builders were tasked with removing the original bricks, attaching helical anchors to the structure’s stainless steel reinforcing bars, and re-attaching the bricks. A portion of the property needed to be elevated to remove and replace the hundreds of older bricks to the structure’s exterior.

A surprising turn took place when it was time to update the building’s air conditioning system. The structure’s doors and ceilings had originally been built high to allow for natural ventilation in the rooms and hallways. But in the 1950s and ’60s, the building’s owners installed ducts, which lowered and obscured the ceilings’ luxurious heights, according to Rick Feldman, a consulting architect with Page & Turnbull.

Feldman and other designers at the architecture firm were able to install new vertical ducts and remove the horizontal ones, returning each unit and hallway to its rightful glamour.

“We were able to restore the look of the original naturally-ventilated building with the high ceilings and corridor, but still deliver air conditioning and good air quality to the units,” Feldman said. “Not so much adding anything new, but restoring something that had been lost.”

Still, the work that the St. Clare’s builders have done to overcome these challenges will be more than rewarded.

“To me, it’s really knowing that when this project is done, the people that will be living here, the population that will be served… they will be in this beautiful community that will be safe,” Ciraulo said. “It just feels completely transformed into a much friendlier and homier community.”

Mirasol, a Spanish term referring to sunflowers, evokes the manner in which the generous flora turns its gaze toward the rising sun.

As the flower for which it’s named, Mirasol Village – a 427- unit site roughly 2 miles north of Downtown Sacramento built by developer McCormack Baron Salazar and the Sacramento Housing and Redevelopment Agency – also looks toward a brighter future.

The project was not without its challenges. Like many developments planned prior to the Covid-19 pandemic, Mirasol Village saw the costs of its materials escalate between 2012 – when SHRA first received funding for the project – and 2020, when construction began.

This was particularly challenging for MBS and SHRA to grapple with, since the agency had to hustle to secure more funding from local, state and federal governments, Salazar said.

But the challenges were well worth it. MBS and SHRA have nearly completed Mirasol’s first two phases, or two out of a total of four buildings, and have begun moving in tenants. The complex also features a 1.6-acre park, a community garden, a dog park and bike lockers.

Also challenging was how each change in materials, necessitated by rising costs, required re-approval by the city of Sacramento. The team at Midstate Construction Corporation, the project’s contractor, foresaw this potential obstacle and dealt with issues before they arose.

For example, to ensure that Midstate used compatible dirt in building Mirasol, the company sampled soil at the site early on and immediately submitted a compatible soil for the city’s approval, according to Monica Nelson, vice president of marketing and business development at Midstate.

In addition, the city streamlined the process of approvals and reapprovals as much as possible, allowing for faster construction, Nelson said. This may be partly due to the fact that Sacramento was proactive about enabling new housing.

“Sacramento just seems… I’m not going to say more aggressive, but they’re so open to (new housing) that they make all the steps easier for the developer,· Nelson said.

“We have done a number of projects in Sacramento, and they seem like they do get approved. and they are able to be built more timely than some other cities that we’ve worked in.”

Midstate Construction Completes Mirasol Village Block A (formerly Twin Rivers)

General contractor Midstate Construction Corporation, and developer McCormack Baron Salazar in coordination with Sacramento Housing and Redevelopment Agency recently completed Mirasol Village Block A (formerly Twin Rivers), a new 104 unit mixed-income residential complex in Sacramento, CA.

Designed by SVA Architects Inc., Block A includes new construction of 8 two and three story buildings providing 104 units via one, two, three, four and five bedroom layouts. Community spaces include a 1.2-acre community park, 2/3-acre community garden, fruit tree orchard, garden learning center, pool, playgrounds, and walking paths.

Mirasol Village Block A is the second phase of the four phase Mirasol Village redevelopment project, creating 427 units of mixed-income housing on a 22 acre parcel. The remaining phases are projected to complete by Q4 2024.

Sonoma County Winegrowers Team Up with the San Francisco Giants to Feature Local Wines

Building on the success of their partnership which began shortly before Spring Training this year, the Sonoma County Winegrowers and the San Francisco Giants are teaming up for a “Sonoma in the City” theme in the Cloud Club, one of Oracle Park’s private lounges. During twelve (12) home games from August 25 through September 13, the Cloud Club will exclusively feature wines, winegrowers and wineries from the iconic region. 

The San Francisco Giants historic hiring of Master Sommelier Evan Goldstein last year established  the team as the first professional sports organization to invest in the wine industry. PG&E Holds Bilingual 811, Safety Workshop at Graton Day Labor Center

These questions on how 811 works, how long it takes, and whether it costs money, were some of many posed by day workers at the Graton Day Labor Center during a safety workshop held by PG&E this summer.

On July 13, a North Coast PG&E team spent the morning in Graton, a small town 10 miles west of Santa Rosa, to speak with a group of day workers on the importance of calling 811 before any digging project, as well as the safety clearance around overhead electric powerlines. The safety workshop was conducted in both English and Spanish.

“When it comes to community safety, we all have a role to play. This means homeowners, contractors, dayworkers – essentially anyone conducting a home improvement project that involves digging. The goal of this workshop was to get the word out on the importance of calling 811, clear up any misunderstandings about how the system works and giving workers the information they need to stay safe on the job. I think we accomplished all those things,” said Ron Richardson, vice president for PG&E’s North Coast Region.

One of the participants was Juan Cuandon, who visits the Graton Day Labor Center almost every weekday morning to look for work.

“PG&E is saving lives. I appreciate that PG&E cares about us and reminds us of the potential dangers while working around gas and electricity. The information we receive teaches us where to dig safely and what to do before and during an excavation project. Thank you, PG&E, for coming to present to Centro Laboral de Graton (Graton Day Labor Center) about calling 811,” said Cuandon.

The mission of Centro Laboral de Graton (Graton Day Labor Center) is to advance and protect the human, labor, and civil rights of immigrant day laborers, domestic workers, and their families by promoting participatory democratic leadership and worker solidarity to develop greater opportunities for employment, health, education, and civic participation.

Thalia Becerril, the labor center’s deputy director, said she was pleased to partner with PG&E to educate the day labor community on the importance of calling 811.

“We look forward to more opportunities to increase awareness about gas and electricity among our members and also the homeowners who seek help for their residential projects,” Becerril said.

Also present at the workshop was Ted Honey, who provided a demonstration on PG&E’s public safety demo board — a large interactive table — that illustrates the safety challenges of working around gas and electricity. Honey is a retired PG&E lineman who conducts safety presentations in many communities; he worked with the labor center’s Becerril to translate and deliver the demonstration in Graton.

About 40,000 people are either employed as day laborers or looking for day labor jobs on any given day in California, according to a study by the Public Policy Institute of California before the pandemic. To increase the awareness of gas and electric safety among the day worker community, PG&E’s Integrated Multicultural Communications (IMC) team has partnered with various day worker centers in Northern and Central California since 2014 to share important safety information with day workers, majority of them can only speak Spanish.

Besides reaching out to the Spanish-speaking day workers, PG&E’s IMC team also partnered with Spanish radio stations throughout the service area to bring safety workshop in the field to the farmworkers. Since 2014, the program has conducted safety outreach to over 2,500 Spanish-speaking day workers and farmworkers.
